Information system of the prevention of major industrial accidents

At present, the prevention of major industrial accidents in the European Union is regulated by Directive 2012/18/EU of the European Parliament and of the Council of 4 July 2012 on the control of major-accidents hazards involving dangerous substances, amending and subsequently repealing Council Directive 96/82/EC.

In the Slovak Republic, these issues are addressed in a complex way by:
  • Act No. 128/2015 Coll. on the prevention of major industrial accidents and on the amendment and supplement of some acts (hereinafter referred to as "the Act on Accidents"),
  • Implementing Decree No. 198/2015 Coll., implementing some provisions of the Act No. 128/2015 Coll. on the prevention of major industrial accidents and on the amendment and supplement of some acts.

The information system of the prevention of major industrial accidents (hereinafter referred to as "the information system") is established the Act on Accidents. In particular, it aims to gather data comprehensively and provide information in a complex way on the prevention of major industrial accidents. It provides for the aggregation of data sent to the EU databases operated through the Joint Research Centre (JRC) and for drawing up of reports submitted to the European Commission for the Slovak Republic. The information system is operated, updated and its content is published by the Ministry of Environment of the Slovak Republic that has charged the Slovak Environment Agency with this task.

The information system it consists of two independent functional interfaces. The interface used by both general and professional public ensures the presentation of some system database data in accordance with Article 6(3) of the Act No. 211/2000 Coll. On free access to information and on amending and supplementing certains laws. The interface used by registered users of the state and public administration enables the active administration of the basic information system registers and work with the web map applications by means of which the geodatabase is managed.

The information system includes:
  1. the register of establishments, including information on operators, activities of establishments, dangerous substances present in the establishment,
  2. the register of establishments, neighbouring establishments and their groups,
  3. the register of qualified persons,
  4. the register of authorised persons,
  5. the register of entrepreneurs with the authorisation to provide the professional training,
  6. the register of major industrial accidents that have occurred in the establishments,
  7. the register of planned and performed inspections in establishments,
  8. the spatial data on establishments and their immediate environment,
  9. information for the public.
